This was the second of three downloadable Exo-Force games which were exclusively available via Code Brick on the Exo-Force website and the only one to feature a separate fullscreen version.

The fullscreen version was a separate exe which would, as the name implies, launch in fullscreen.
This no longer happens with the extracted swf, but a similar result (without the black borders and the game properly keeping it's aspect ratio) can be achieved by selecting View -> Full Screen
Currently, the only other known difference between it and the windowed version is a close button at the bottom left of the screen.
